Q: Who is affected by the sanctions relating to Prime Minister Hariri's assassination? A: The U.S. has blocked the property of anyone who the Secretaries of Treasury and State determine: Is or was involved in the planning, sponsoring, organizing, or perpetration of: The terrorist act in Beruit, Lebanon, that resulted in the assassination of former Prime Minister Rafiq Hariri and the deaths of 22 others; or Any other bombing, assassination, or assassination attempt in Lebanon since October 1, 2004, that is related to Hariri's assassination or that implicates the Government of Syria, its officers or agents. Obstructed or otherwise impeded the work of the Commission established to investigate Hariri's assassination; Materially assisted, sponsored or provided financial, material or technological support for, any such terrorist act, bombing, or assassination attempt; or Is owned or controlled by, or acting or purporting to act on behalf of any person designated in these regulations. Q: Who is affected by the remaining sanctions? A: The U.S. has blocked the property of anyone who the Secretaries of Treasury and State determine: Is or has been contributing to the Syrian Government's provision of safe haven for anyone the U.S. designates as a terrorism-related threat such as Hamas, Hizballah, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine and others; Is or has been contributing to the Syrian Government's military presence in Lebanon; Is contributing to the Syrian Government's pursuit of the development and production of chemical, biological, or nuclear weapons and medium and long-range surface-to-surface missiles; Is contributing to any steps the Syrian Government has taken to undermine the U.S. and international efforts to stabilize and reconstruct Iraq. |
