Q: What is the source of the sanctions against the Democratic Republic of the Congo?
A: Following United Nations Security Council resolutions in 2005 and 2006 declaring that there is widespread violence and atrocities in the Democratic Republic of the Congo that threaten regional stability, the President enacted sanctions based on the threat to U.S. foreign policy.

Q: Who do the sanctions affect?
A: The Secretaries of Treasury and State have blocked the property of anyone who they determine: Is a political or military leader of a foreign armed group operating in the Democratic Republic of the Congo that impedes the disarmament of combatants; Is a political or military leader of a Congolese armed group that impedes the disarmament of combatants; Is a political or military leader recruiting or using children in armed conflict in the Democratic Republic of the Congo in violation of international law; Has committed serious violations of international law involving targeting children in situations of armed conflict in the Democratic Republic of the Congo, including killing and maiming, sexual violence and kidnapping; Has supplied, sold or transferred arms or military material to the Democratic Republic of the Congo, or anyone has received arms or military material; Has materially assisted, sponsored, or provide financial or technological support for the activities described above; or Is owned or controlled by, or acting on behalf of any person listed or designated in these regulations.
